Sardinia’s off-centre university offices will have a funding of €8 million for the 2024/2025 academic year compared to €7 million for the previous year. The Regional Council decided this with the resolution of 4 December 2024 number 47/23.

For the promotion of university studies, at the University Polo Consortium of Olbia (UniOlbia) €1,288,400 is allocated, “due to organisational, administrative and management expenses, the expense of which is redetermined as better detailed in the recitals, with an increase of €234,900 compared to the award for the 2023 financial year. At the University of Sassari, For Olbia site courses, €601,498 was allocated.

Overall, therefore, UniOlbia’s university supply is €1 million and 890 thousand.

In the resolution, the Council of Public Education, Cultural Assets, Information, Show and Sport, Ilaria Portas, explained that the two new courses activated in Olbia starting from the academic year 2024/2025 - Nursing of the University of Sassari and Naval Engineering of the University of Cagliari - “benefit from separate funding covering all of their expenses” and that, with their exception, “the overall educational offer of the diffused University is unchanged”.

The Council further specified the mission and tasks of the university consortia. such as UniOlbia, recalling previous resolutions. In particular, he cited the resolution of the regional council of 1 December 2023, number 41/28, in which it is written that “with reference to the operating charges of the Consortia,... These individuals support the Academics in the implementation of the decentralized study courses, performing a strategic function necessary for the implementation of tertiary training in service of the development of their territories.

“Therefore, the allocations intended by the Regional Council, within the limitations of what has been allocated and assigned by the Regional Council, must be used to guarantee the operation of the off-centre university offices and the implementation of adequate services for students, including the activities supporting the Athenaeums in the performance of their institutional and educational activities” is always written in the resolution.

“In this context, the Consortia are confirmed to be recognized with the expenses for their promotion, those for general faculty assistance services, those for student assistance, such as classroom tutors and laboratory tutors, as well as expenses related to activities relating to the connection with the universities and their administrative and educational facilities” is another step of the resolution.

With the phrase “strategic function” of the consortia, the Council of Portas clarified that “it must undoubtedly be understood as such for all activities relating to the exercise of the collaboration role performed by the Consortia in the local management of university courses activated by the two Sardinia universities, but that regional funding of further activities that are outside the scope of the so-called universities that are decentralized and/or may overlap with those of universities in the field of education.”
